CAP Pipeline Project Featured in AWWA Book
Achen-Gardner Construction's highly successful Central Arizona Project Pipeline is used to show the benefits of Design-Build in the American Water Works Association (AWWA) book titled Design-Build for Water and Wastewater Projects. Written by many engineering and construction industry professionals, edited by Holly Shorney-Darby, PhD, PE, Design–Build for Water and Wastewater Projects provides a basic template of how to plan, procure, and execute a Design-Build (DB) project. The 368 page hardback book, now available on the AWWA website, discusses the benefits many water and wastewater utilities enjoy through the use of DB construction over traditional Design-Bid-Build (DBB) construction. Several case studies are used in the book, one of them being Achen-Gardner Construction's Central Arizona Project (CAP) Pipeline to the South Water Treatment Plant Project. Working with HDR Engineering and Stantec Inc., Achen-Gardner started construction of the 13.5-mile, 48-mgd capacity pipeline in October 2007 and completed construction in November 2008. The project's owners are the Town of Gilbert and the City of Chandler. The case study includes a description of the project, why the owner chose the DB delivery method, lessons learned, and successful outcomes. Written for water and wastewater utility management, engineers, planners, city officials, utility policymakers, regulators, and design-build contractors, the book covers all topics: history of design-build; types of projects well suited for design-build; steps to prepare for a design-build project; procuring a design-builder; executing design-build projects and performing acceptance tests; bonding, insurance, and dispute resolution; permitting and regulatory agency approvals; and state laws regarding design-build.

Achen-Gardner was featured in the September 2009 issue of Construction Today Magazine for our work on the Central Arizona Project Waterline to the South Water Treatment Plant project.

Some firms subcontract out their work, but Achen-Gardner Engineering LLC prefers to do most of its projects on its own. In fact, Vice President and Director of Special Projects Dan Spitza says that the company typically self-performs 85 percent of its projects. “That, in itself, is one of our biggest strengths,” he says, explaining that this self-reliance gives Achen-Gardner a greater hold on quality and project schedules.
