DESIGN-BID-BUILD

Design-Bid Build (DBB) or Hard Bid is a project delivery method in which the agency or owner contracts with separate entities for the design and construction of a project. Selection of the DBB contractor by the owner is based on the lowest dollar amount bid and if the contractor can obtain a bond for the project.
