Achen-Gardner partnered with a private developer to deliver off-site roadway and utility infrastructure improvements supporting a future 27-acre mixed-use development at the northeast corner of Estrella Parkway and Yuma Road in the City of Goodyear.
Work included roadway widening and intersection improvements along Yuma Road, Estrella Parkway, and Hadley Street, including new turn bays, driveways, ADA curb ramps, sidewalks, curb and gutter, and color-stamped concrete median islands. In total, Achen-Gardner self-performed approximately 90% of the work, including 24,100 SF of sidewalk, 3,300 LF of curb and gutter, nearly 1,000 SY of color-stamped concrete (median islands), 10,000 CY of earthwork, and 6,900 SY of asphalt pavement.
Utility work included more than 1,400 LF of 8-inch water and sewer lines, sewer stub-outs, and a waterline extension associated with improvements along Yuma Road. Dry utility scope included new ITS conduits, bores for traffic signal wiring, and electrical infrastructure supporting new street lighting and a new traffic signal at Yuma Road and Estrella Parkway. The project also required relocation of conflicting utilities, including an SRP vault in Estrella Parkway and Cox lines, as well as the removal of a flood irrigation pipe along the north side of Yuma Road.
Utility crossings along Yuma Road required detailed planning due to traffic restrictions and moratorium requirements. Through proactive coordination and night work, the team maintained traffic flow, minimized public impacts, and avoided schedule delays.
Throughout construction, Achen-Gardner coordinated closely with the City of Goodyear, utility providers, area developers, on-site contractors, and adjacent stakeholders, including the Post Office at the southeast corner of Estrella Parkway and Goodyear Boulevard. We maintained access for all stakeholders while scheduling inspections, securing required approvals, and delivering public improvements in accordance with City standards.
