Verdin - CFD Infrastructure
Project Owner: Private Developer
Project Type: Construction Manager at Risk
Achen-Gardner is completing extensive on-site and off-site utility and roadway infrastructure improvements for a private homebuilder and the City of Phoenix. In total, our work includes more than 98,000 LF of water and sewer lines, 149,100 LF of dry utility conduit, 32,500 LF of curb and gutter, 54,300 SY of asphalt pavement, and a new 1 million-gallon-per-day lift station.
The City of Phoenix utilized a Community Facilities District (CFD) as a funding and reimbursement mechanism to support construction of utility and roadway infrastructure for the Verdin residential development. Nestled in the Phoenix Sonoran Preserve, the community is located south of Sonoran Desert Drive and west of Cave Creek Road.
Achen-Gardner was selected through a public, qualifications-based procurement process. Through our partnership with the developer, we negotiated 10 guaranteed maximum price (GMP) contracts and structured the work in multiple phases to best support the City’s reimbursement process through the CFD.
Throughout construction, Achen-Gardner is coordinating closely with the City of Phoenix Planning & Development Department to schedule inspections and secure required approvals, while adhering to all applicable quality standards and permitting requirements.
